WHO currently rates the MV Hondius–linked Andes virus cluster as LOW risk (DON #599). Resolves YES if the Director-General declares a PHEIC under IHR (2005) before Jan 1, 2027 (UTC).
Resolves YES if the WHO Director-General publicly declares a PHEIC for hantavirus (any species) before 2026-12-31 23:59 UTC. Resolves NO otherwise. Working group statements, IHR Emergency Committee meetings without a declaration, and regional advisories do NOT count.
On settlement the oracle attaches a signed snapshot of each source URL plus a SHA-256 hash of the page content captured at resolution time. Disputes have a 7-day arbitration window.
